The Challenge

The client faced significant inefficiencies in managing its infrastructure spending, particularly in contract values and vendor management for large-scale road and lighting projects. Lacking clear cost benchmarks, the municipality struggled to effectively manage its Capital (CAPEX) and Operational (OPEX) expenditures and required a structured approach to identify major cost-saving opportunities.

Our Approach

A comprehensive review of all CAPEX and OPEX categories related to roads and lighting was conducted. This analysis identified key cost levers, leading to the development of over 10 targeted optimization interventions. A structured contract reference library and a new benchmarking database were also created to institutionalize best practices and support future decision-making.

The Impact

The initiative delivered significant financial and operational improvements, achieving an approximate 20% cost optimization on a 500M SAR budget. Contracting practices and vendor management efficiency were substantially improved. This work was formally recognized by the Center of Spending Efficiency (EXPRO) as the second-best government entity in applying spending optimization best practices in 2022.
